1) I'm afraid this is not accepted by the HDB.
2) As long as she is married even though she is not the owner of the flat. She will always be the essential occupier of the flat.
3) The fact is from a legal point of view, she has no interest in the current flat. Except that your father will need her consent if he wants to sell the flat.
4) The govt is encouraging the young to find their life partner as soon as possible to form a new family nucleus instead of using existing family members.

If you require your Mother as an essential occupier for your BTO purchase, that means you're not eligible to purchase under your sole name. In this case, your Father will also need to be included as both your parents form the valid family nucleus. This is provided that they had not gotten twice subsidized flats from HDB.

Upon the TOP of the HDB flat, your Father will have to sell off his current HDB flat latest within 6 months upon the key collection of the BTO flat.
