2) Your mum is not eligible to apply with you because she is the essential occupier of the current flat.

Yes, you can if your parents had not utilized their 2 times subsidized flat. You can co-own the flat with your Mother, with your Father as the essential occupier.

Do take note that your parents will have to sell off their current flat latest within 6 months upon the key collection of your new BTO flat.
