I am Singaporean Chinese married to a Thai wife (She is pure Thai). I was told by HDB this is a mixed marriage. Can I purchase a resale HDB in open market which was previously owned by non Chinese( i.e. Chinese not allowed).

Hi,

If your wife is a PR, you are allowed to buy such a unit (under joint-tenancy) that has met the Chinese quota.

However, if your wife is not a PR, you will have to buy under sole lessee with her as the essential occupier, hence you cannot buy such a unit. You can only buy a unit that allows Chinese race to buy.
