Hi,

Yes its possible if you do a Power of Attorney in front of a notary or embassy in your country. My partner law firm can advise further on that. The POA can be your parents, who can sign documents and instruct payments on your behalf. It is good you commence the HFE application first as it takes some time to get the letter, the first step to any resale purchase. This can be done online at hdb flat portal.

You are able to do so, but there will still be a requirement to be back to complete the transaction unless you can appoint your parents as the power of attorney to do the physical signatures. Take note that you will not be able to rent out the unit and your MOP will not be in effect if you are still residing overseas.
