I am SC married to a foreigner and we are currently living overseas. We have plans to eventually move to Singapore in the next 5 years.

1) Is it possible for me to buy a HDB while living overseas? (so I can reno and do everything up before I arrive back in SG)

2) Is my overseas income statement sufficient? I haven't worked in Singapore for over 5 years.

3) As my spouse has never worked in Singapore, is it better to wait to buy as single when I hit 35 years old? Or should we just wait and buy as non-citizen spouse scheme and not purchase any property overseas?

4) If my spouse has a property overseas and I am not a co-owner, must he dispose of that property in order for me to be eligible for HDB?

Hi,

In your case, yes both you and your foreign spouse are eligible to purchase a resale HDB flat but would have to dispose off any foreign property.

As a married person, you will not be eligible to purchase a HDB under single scheme. All owner and occupiers of the HDB must not have ownership of private properties in Singapore or overseas.

Hi Miss,

If you're married, you cannot purchase under Single Scheme, because you're not Single.

If your spouse is a foreigner, you can only qualify under Non-Citizen Spouse Scheme. If you have a child who's a Singapore Citizen, then you qualify under Public Scheme.

It is possible to purchase a HDB flat while you're overseas. You can get a POA to act for you in your purchase.

In terms of loan, it would be good if you can apply for a HLE or get an IPA from a local bank. Overseas income can be recognised with full documentation.

If your spouse own an overseas property, you still can purchase the resale flat first. As an essential occupier of the HDB flat you purchase, he will need to dispose off the property latest within 6 months upon the completion of your HDB flat purchase.

Allow me to provide you with some clarifications:

1. Yes it is possible to purchase a HDB while residing overseas.

2. Overseas income is sufficient to be use to obtain a loan in Singapore as long as you have proper payslips and documentations.

3. As you are married, you may only purchase under the non citizen spouse scheme. Single scheme is not an option.

4. After the purchase completion, your spouse will have 6 months to sell off his overseas property or transfer it to his family member.

Good evening Ms,

you are only eligible to purchase under non citizen spouse scheme as you are married. You can appoint a power of authority to handle some of the legal paperworks in Singapore but do take note some of steps are still required to be done by yourself.

As your spouse is required to be included as occupier, he needs to dispose off his overseas property within 6 months from your resale HDB purchase completion date.

Lastly, you can try to apply HLE or IPA before proceeding further. There might be a haircut due to your income deriving from overseas. Should I get my banker to advise you further on this?

Hi,

1) I have to remind you that providing untrue or non-updated information to a govt officer is a crime. Therefore it is best to provide updates and true information so as not to get us into trouble.
2) You can only buy an HDB flat under the Non-Citizen Spouse Scheme since you are married.
3) As of the current situation, I think you will not be able to buy unless your spouse is holding a valid LTVP (Long-Term Visit Pass).
4) Using an overseas income statement for a loan application is possible. Under such situations usually, the HDB or the bank will request for bank statement of up to 3 months to determine your financial health.
5) You might also suffer from a 30% haircut based on overseas income. This shall depend on the financial institution.
6) It is a must to dispose of any private property locally or overseas within 6 months upon key collection of an HDB flat.
7) in other words, you can still proceed to buy an HDB flat even though you own overseas property, but must sign an undertaking letter to sell after completion of the purchase.
