Firstly, it might be possible to appeal to HDB to retain the flat, but it might be difficult to transfer the deed to you. As for the purchase of condo, she will have to write in to HDB to request for approval to purchase a condo before she can do so .

If she plans to purchase a condo, there is no need to put your name as essential occupier as essential occupier is only applicable in the case when you purchase a HDB and there is no need for an essential occupier for condo.

If you are planning to purchase a HDB in the future and wish to retain the condo, it might be a good option to pay the 5% ABSD and purchase the condo under her name. Furthermore, if you plan to purchase under your name for the condo, the next thing to consider is the loan amount, the loan amount is based on the income, which might be an issue if your current income is lower than your mother.

Hi Junda,

Your mum when she gives up the SPR status, can still form a nucleus under the non-citizen family scheme. It is still possible to request for this with HDB on this, and you will become the new SC owner and have to serve a fresh 5 year MOP for this. However you must have sufficient cash + CPF OA + attainable home loan to be able to buy over her share when she gives up her ownership. If you can't, then it is not possible to retain the HDB.

You have certainly done your homework on the private property option. Yes she can purchase the condo as a SPR now, pay the BSD and ABSD 5%. For private property, no need to form owner occupier arrangement, she just needs to be the SPR owner. Once she relinquishes her SPR status, she can still keep the condo as a foreigner, no need to sell.

Should avoid using your name for ownership unless necessary, so that you can save your first timer status for new flat and grants next time when you find a partner.

You may retain the HDB if you become the new Singapore Citizen (SC) owner. However, please ensure that you have sufficient financial resources—whether through cash, CPF Ordinary Account (OA), or a loan—to continue servicing the mortgage.

For a condo purchase, your mom can proceed with buying one with a 5% ABSD, dispose of the HDB within 6 months, and can still retain the condo afterward if she renounces her SPR status.

In Singapore, it's common for property owners to decouple to free up their names for future property purchases. It's advisable not to use your name unless absolutely necessary.

You may continue to retain the flat if your mum has a long term visit pass but this is subjected to the HDB branch approval.

If not the next best option is to use your name to purchase the private condo so as to avoid the need for the %% ABSD. In this way, you will be able to transit smoothly from your current HDB flat to the new place and have sufficient time to put up the HDB flat for sale and achieve a good price.

Hi Junda,

A foreigner will be ineligible to retain the HDB thus the only way is for you to takeover the HDB. As a single Singapore citizen under 35 years old, you will need to include one of the following family members in your HFE letter and resale flat application:

- Your parents and siblings (if any)
- Children under your legal custody, care, and control (for widowed/ divorced persons)

At least 1 parent/ child must have a valid Long Term Visit Pass or Work Pass of at least 6 months from the date of issue at the point of your HFE letter and resale flat application.

If you fulfil the above, the next thing you need to take note is your finances to takeover this property. You will need to have the financial capacity to undertake any loan required as you may need to refund the amount of CPF monies your parents have already utilised for this flat plus the accrued interest. If all is good, you may approach the HDB office to assist with the procedure.

Purchasing a private property is possible and this means that the HDB cannot be retained by you as your parents name will be the essential occupier. Whether is it worth to pay the 5% ABSD or not is really down to individual's perception, but you are right that in doing so, you still retain your eligibility to purchase BTO as first timer or purchase resale HDB with housing grant if you fulfil the income criteria in future.
