I believe this is a case where you are a DIY buyer? I suppose you were unaware that you are not allowed to exercise the OTP before accepting the bank loan letter of offer to you which is stated clearly in https://www.hdb.gov.sg/residential/buying-a-flat/buying-procedure-for-resale-flats/overview

In this case, you may want to call HDB hotline for assistance and see what they advise you.

- Since you’ve already exercised the OTP, it's important to follow up with the bank as soon as possible to get the letter of offer. Explain your situation to them and try to expedite the process.
- In the meantime, you may want to speak with your seller or their agent to explain the slight delay and ensure both sides are aligned on the timing.
- If there’s any potential issue with the bank loan, it might be worth exploring other lenders just in case.
