Hi Joey,

Based on HDB regulations, you'll be eligible to purchase HDB upon securing your citizenship with your spouse under non-citizen spouse scheme. You will be required to submit your marriage certificate upon completion of he purchase transaction. Nevertheless, I do know that some couples had appealed successfully to defer the submission of the marriage certificate. This is not by default therefore I urge you to plan your next steps in proper.     thanks for your reply, i know that submit marriage cert within 3 months after 2nd appointment, but i worry i dont have my pink IC when 1st appointment, since i am approved but only will get my passport fastest on end of May... IC maybe need wait untill ceremony...

Being an SC, if you are married, you can apply HDB unit under non-citizen spouse scheme where he must have long-term visit pass of more than 6 months, at point of submission of document, if you are under 35.
Since your ROM is dated in September, you can start the house hunting now as HDB will require your ROM cert 3 months from key collection.
