If this is a SC citizen household, ABSD remission is possible hence no ABSD is applicable, as its understood you are required by regulation to sell away all local and overseas private property within 6 months after getting the resale HDB.
To purchase first is possible if the finances are comfortable, I be happy to share more on the timeline and financial plan in detail. However, the downside is you be time-bound to sell within a stipulated duration, which may compromise the price in a subdued resale market.

As per your question , yes it is possible to buy a resale hdb without paying ABSD.

However you will have to rush to sell your condo latest within 6months from collecting key to your hdb .

Alternatively you can consider selling your condo with tenancy , for example to sell and rent back your condo from the new owner for perhaps approx 6months , approx 6months interim period for buying a resale hdb which takes at least 3months or usually longer for hdb legal paperwork , plus another 1month for renovation if preferred .

Dear Sir/Mdm,

Under the current HDB rules and regulations, there is no need to pay ABSD for your case as you will be required to sell your condo within 6 months from the day of keys collection.

Do not worry about not able to dispose off your condo within the 6 months period as including the waiting time for the HDB appointments, there will be a period of about 9 months for you to sell off the condo. With a comprehensive marketing plan, there is no reason why you will not be able to get a buyer within the long period.
