May I enquire your current Punggol unit is bought direct from HDB or in the resale market without any CPF grant?
As a 2nd timer, you are still eligible for HDB loan if you do not exceed the income cap as set out under the following link:

If your current unit is direct purchase from HDB and you intend to take up a second subsidized unit, you are liable to pay resale levy. The resale levy is meant to reduce the subsidy on the 2nd subsidised flat so as to maintain a fair allocation of public housing subsidies between 1st and 2nd-timer citizen families. This is also to give priority to 1st-timers who have more urgent housing needs.
