Yes, with the latest announcement by MND, you are eligible to buy a new BTO provided you meet the following criteria:
(1) Your child is under your legal custody.
(2) You had only bought BTO/SBF once.
You may proceed to HDB hub in Toa Payoh and approach the service counter at ground floor and put in your request.
You may then sell off your existing 3-room once you receive the key for the BTO/SBF.
