I am currently owning a private property and actually looking to downsizing it to HDB 4-room. My spouse is over 55 – Singaporean and myself below 55 – PR.
We only have been purchased a resale HDB but not a new flat. Are we eligible to buy a new ready balance BTO flat at the HDB portal?

Hi,

1) You and your spouse will be eligible to buy a BTO of any flat type after selling the current private property and observe a 30-month wait-out period.
2) The other is to make use of the Silver Housing Bonus (SHB) that allowed seniors to right-size to a 3-room or smaller flat, which currently is eligible for both of you.
3) You may submit your flat booking application before sale of existing residential proeprty or within 12 months of completing the sale of the existing residential property..
4) To qualify for SHB, you need to make a top-up to your CPF RA in cash by using part of the net proceeds from right-sizing and join CPF LIFE.
THe top-up amount required depends on the net proceeds, capped at $60k per household.
5) Do note the income ceiling per household is capped at $14k or less.
6) And the annual value of your private residential property must not exceed $21k.
7) If the annual value exceed (6), you have to wait till 1 Dec 2025 to have a higher limit on the annual value.

Dear sir,

Unfortunately your eligibility for HDB flats will be limited to resale options only and you will be required to appeal to HDB to be exempted from the 15 months wait after selling your existing private property given that you are below 55 years old.

1. You and your spouse can buy a BTO of any flat type after selling your private property and completing a **30-month waiting period**.
2. Alternatively, you may use the **Silver Housing Bonus (SHB)** to downsize to a 3-room or smaller flat, which both of you currently qualify for.
3. You can apply for the flat **before selling your existing property** or within **12 months after the sale is completed**.
4. To qualify for SHB, you must **top up your CPF Retirement Account (RA)** in cash using part of your net sale proceeds and join **CPF LIFE**. The top-up is capped at **\$60,000 per household**.

As a private property owner, you need to wait out 30 months after selling the private property before you are eligible to apply for new BTO, or wait out 15 months before you are eligible for resale HDB.

Hi Sir/Mdm,

A BTO may not make sense due to the long waiting time. This is because to buy a HDB flat, you will need to sell the private property and wait out a 30 months period before you are eligible to apply. Moreover, there is a waiting time of 3 to4 years before you can collect the keys.

For your case, it may be better to appeal to HDB and allow you to purchase a resale flat instead. You will need to appeal because you are under the age of 55 years old.
