I am currently living in a 5-room flat in Bukit Panjang (Gangsa Road)with my husband and 4 children. I still have a substantial amount (abt 200k)of HDB loan to furnish. I am looking to downgrade to 4 room flat. My question is can I appeal for HDB loan again cause I've taken up 2 times HDB loan? Understandibly my credit rating is bad.. I am sure. Need advice desperately.

Yes, sure you can appeal to HDB with valid reasons and if possible with some support from your area GRC's. Can help you sort this out!
