1) When to sign the letter of offer from bank (before or after option exercise)?
2) To submit resale application after option exercise within 7 days, any risks involved?
3) since I am using bank loan, when is the right time to engage solicitor? before or after option exercise, resales application?

Usually no, but that depends on the exact situation of the deal you are in. Only someone familiar with the whole transaction can give you the right advice.

I would suggest before exercising option, but after you already decided on the bank you will be using.
