I am asking on behalf of my friend. She is divorced with two kids and is a SPR. She has been renting a 5-Rm flat in Bukit Merah area. She says it's so tough for a single mum who is a SPR to own a flat. Is that true? Can anyone advise?

HDB Flats are a form of subsidized housing (yes even resale), is governed by this principle. Hence unless you are a citizen, you have less privileges and this is one of them.
