To be eligible to purchase under the Orphan Siblings Scheme, it is indicated that at least 1 of your deceased parents was a Singapore Citizen (SC) or Singapore Permanent Resident (SPR) in order to be eligible, thus I am afraid this is not feasible.

1) Under the current HDB policy, there are only 3 schemes for singles:
(a) Single Citizen scheme: must be SC above 35 yrs old.
(b) Joint-Single scheme: both must be SC above 35 yrs old.
(c) Orphan scheme: must be SC that is above 21 yrs old.

2) So you can see that none of the above matches your current situation.
