1) Whether you are married to a foreigner with or without a child, you are eligible for an HDB loan because you are an SC.
2) Since you form a family nucleus with your spouse and child, you are eligible under the Public Scheme, which means you are eligible for any BTO flat types and not restricted to 2-rm flat.
