I am an Indian Resident of UAE, would like to buy an apartment. what percentage of loan can be availed? How much down payment?

You can only have 70-80% loan. the remaining 30% will be in Cash.

Hi Sir

You should be able to have 80% loan from banks. Give me a call and I can advise you how much cash downpayment etc so that you can plan accordingly.
