Hi Sir,

As neither you nor your spouse are Singapore Citizen, you are NOT eligible for new BTO HDB flats.

However, I am pleased to inform you that you are eligible to purchase a HDB resale flat from the open market after April 2017 when your wife fulfilled her 3-year PR period.

Do take note that apart from the normal stamp duty, Additional Buyer Stamp Duty (ABSD) of 5% applies in your case.
