Hi,

1) You only can apply for HLE when you receive temporary citizenship; it is a paper slip. Because HLE is only available to a citizen, thus although you already receive a notice informing the ICA decision, there are certain things need to sort out such as renounce your current citizenship.
2) You will receive this temporary citizenship before the final renunciation.
