under the HDB resale scheme, you can buy open market flat with sibling relation. However, there are some regulation you need to abide to, like,you can only take bank loan and no grant for you.

condo now does not really differentiate much in price between a L99 or Freehold unit in some area.
However, most buyers still it bettter to get a freehold for more security
The main concern is the location that you are looking.
