I'm sure you are referring to the Non-citizen family scheme. As you are SC and your parents are holding to Long Term Visitor's pass, you are eligible for the purchase. However, as your parents are required as the essential occupier, they are required to sell off their properties oversea within 6 months from key collection of your HDB unit.

You are absolutely eligible for Non citizen family scheme provided your parent has obtained a long term pass of 6 months validity at the time of submission of resale application. I will therefore suggest you to obtain approval for your parent's long term pass before acting on any purchase.
