Hi,

1) There are no conversion needed on marriage certificate as long as it is genunine.
2) The only difference when buying HDB flat is you have to submit a sofe copy when submitting the resale application when your marriage is at overseas. No submission of certificate is needed if the solemnization is in Singapore.

There is no indication that you will require to convert your overseas marriage certificate before applying for housing in Singapore mentioned in HDB website. I believe there is no need to do so unless there is any element of doubt for the certificate submitted. Feel free to further clarify with HDB directly.
