If I understand your question correctly, you wanted to rent out whole flat out.

Only when the flat owners consists of at least a SC then you are allowed to rent out the whole flat.

Otherwise, you are only allowed to rent out room/s.

As a PR/PR household, you will not be able to rent out your HDB flat wholly. You are also supposed to be staying in it.

Alternatively, you may choose to consider selling off and look to purchase a private property which has no such restrictions.
