You are absolutely eligible to purchase a resale HDB flat. But you have to fulfill the following conditions;
1) If you are at least 21 years old
Your spouse must have a Long Term Visit Pass or Work Pass. The pass must have a validity of at least 6 months and it must be valid at the time of submission of resale application.
2) If you are at least 35 years old
Your spouse must have a Visit Pass or Work Pass. The pass may have a validity of less than 6 months, however, it must be valid at the time of submission of resale application.
