You will be eligible to buy a HDB Resale provide you have a Family Nucleus & at least two members are Spore Citizen/SPR.
For your case if you intend to buy a Resale, you will have to forgo your overseas property within 6 months after completion of your HDB Resale Purchase.
From HDB website on owning Private Property :
"However, you, your spouse and any occupiers listed in the resale application must dispose of any interest in any private residential property within 6 months from the completion of the purchase of the resale flat."
