Hi,

The objective of HDB flat is not another property like in any part of the world.
It is meant to assist all residents inclusive of citizen and permanent residents to have a roof overhead at a concession rate, separate from the private free market.
That is the reason it is much cheaper than any property both in the country and other countries.

It also encourages the family to stay together, if possible also to build a family with children.

Therefore each married couple supposed to own only a flat. In your case, you are supposed to be the essential occupier in her flat. Thus you cannot use your name to apply with your mother to buy another HDB flat.
If you wish to buy another flat for your mother, you may use cash to assist her to purchase a smaller unit.
