Yes you are eligible to purchase a HDB under non citizen family scheme provided your mom has a LTVP with validity of 6 months when you submit the resale application.

Under this scheme, you might be eligible for all these housing grants if you fulfill the criteria.

1) Singles Grant
2) AHG (Singles) Grant
3) Top-Up Grant (at a later stage)
4) Proximity Housing Grant

Afternoon,

As SC, you can apply for resale HDB unit under non-citizen family scheme. Your mother should be holding onto long term pass. As for grant, if your income is less than $6k, you will be eligible for single grant. Should your income is lesser than $2.5k you can apply for additional housing grant.
