I am a local who will be getting married to my non-citizen partner next year. I will be turning 35 next year and we are looking to get our own place preferably a 3-room flat. I also just started working full-time recently hence I do not have much in my CPF. Is it still possible to find a resale 3-room flat in my case. How much cash would we need? Am I eligible for any loans? Advices and suggestions will be appreciated. Thank you.

Firstly, it is important to know what is your loan eligibility before we can work out the breakdown versus the price range of the targeted flat you like. You may look into submitting your HFE when you turn 35 perhaps.

Hi,

1) Since you have not reached 35 years old, your spouse must hold a LTVP in order to be eligible to buy an HDB flat.
2) You won't be able to receive HDN loan based on your current situation. You have to accumulate at least 12 months of employment to be eligible.
3) You are eligible to single grant of $40k when buying a resale flat. EHG & PHG are avaliable based on the set conditions at single SC level.
4) I would suggest you to continue to stay employed for at least 12 months before buying HDB flat.
5) You should apply for an HFE once the 12-months period is up.
6) This is so that you have a clearer picture of your budget with the additional saving achieved from this waiting period.

If you’re a Singaporean marrying a non-citizen partner and turning 35 next year, you can get a home eventually, but a resale 3 room HDB may not be as straightforward as it seems. The key issue isn’t your CPF or income. It’s the eligibility rules tied to the type of flat and your partner’s citizenship status.

Here’s how it works in simple terms.

1. Buying a BTO
If you apply under the Non-Citizen Spouse Scheme, you can only apply for a 2 room Flexi in a non-mature estate. HDB doesn’t allow larger BTOs for this scheme. So a 3 room BTO isn’t possible in your situation.

2. Buying a resale flat
This path is possible, but two things matter.
First, you must apply alone as the Singapore citizen, and your non-citizen partner is listed only as an occupier.
Second, there is a requirement that you must not currently own or have interest in any overseas or local private property. If you or your partner owns an overseas home right now, HDB will consider you ineligible for a resale purchase until that property is sold and the 30 month wait-out period is completed.

This is usually the biggest stumbling block for mixed nationality couples planning to buy a resale HDB.

3. About the financials
Your low CPF doesn’t stop you from buying a resale flat, but it means you’ll need more cash upfront. For a 3 room resale, the typical amounts you’ll need include:
• Option fee and deposit
• Downpayment
• Buyer’s Stamp Duty
• Renovation
• Agent fees (optional)

If cash is tight, we can structure the loan and payment plan for you, but first comes eligibility.

4. If you want a straightforward path
Right now, if the overseas property is still owned, a resale HDB most likely won’t be approved. The common alternatives are:
• Rent for now until eligibility clears
• Sell the overseas home and serve the required wait-out
• Consider entry-level private condos instead, which have no citizenship restrictions
