(1) Yes, you are entitled to a final inspection after 1st appointment.
(2) There bound to have difference on the floor plan and the actual unit even it is a bare unit.
(3) The main reason for the final inspection is to ensure all "illegal" modifications by the seller such as hacking down of walls without formal approval from HDB. And to ensure existing seller does not destroy the flat before handover.
The sellers are to correct/rectify any of the above before handover, or the most common is the windows rivets were not make of stainless steel.
But in reality, most people are using this opportunity to invite feng shui master, Interior decorator/contractor to take actual site dimensions to prepare for any modifications, design etc so as to submit for HDB approval.
As the approval might take up to 4 to 8 weeks for approval, which just nice to start work upon handover.
Note that both seller and buyer has to sign an indemnity form before ID/contractor is allowed to submit those document for approval.
