Hi,

Being Single and not reaching 35 years old is not eligible for any HDB flat.

This is government policy to encourage SC to get marry early in order to enjoy subsidized flat, even for resale HDB flat is considered as subsidized flat without grant.

Those who opt for grant will considered as 2nd timer, and subject to resale levy when they buy BTO/SBF.

Unfortunately, the latter is true. In order to purchase resale HDB unit under single scheme, you will have to be at least 35 years and above in order to be eligible.
