1) You may buy under Public Scheme which include your parents as occupier. Both of you have to be owner in order to utilize your CPF.
2) Grants: I'm afraid your choice is limited, since both of you who shall be the owner are not couple but brother & sister. The only grant available would only be:
(a) Enhanced CPF grants: household income cannot more than $5,000.
As the objective of HDB is to encourage Singaporean or Singapore Citizen to start their family as soon.
