Due to the minimum occupation period policy, any flats built in 2010 (lets just use 2010 as a base) will only be avaliable on the resale market earliest in 2015. As such, these flats will not apply to you if you are looking to buy now.

A $350k budget for a 3 bedder will most likely get you a HDB '4rm' unit. It is highly unlikely you can get a unit in the 'central areas', depending again on your definition of 'central'.
