Afternoon,

Some owners install CCTV to monitor the movement of their maids or children. Some cover their gates with plastic sheets to prevent dust or waste water, from the washing or corridor, from getting into their units.
Tell Tale sign is mostly found on the unit. A prudent and experienced salesperson will be able to assist you on that.
However, it's never 100% foolproof. A seller can choose to borrow money from loan shark, slightly before completion and let the buyers suffer. Thus, it's also dependent on luck and who are you sellers.

The most prudent way is to monitor the unit you are interested in overnight for a few weeks to determine, but who does that? Especially so when clamping down of such activities has been tight. What I do understand from the transactions I've handled is that the loanshark runners do not operate or vandalise the unit every other day but probably alternate months.

A more tell tale sign of such units maybe the asking price which you may feel that is too low in terms of market sentiments, but who is not tempted to buy a cheap unit?
