As long as one of the co-owners is a Singapore Citizen, and you have met your 5-year MOP, you will be eligible to rent out the whole HDB flat.

If the flat is own by a Singaporean household (at least 1 Singapore citizen), you will be eligible to rent out the whole unit after completing the 5 years Minimum Occupation Period.
