How does this condition for purchasing an EC work?
You must not currently own any residential properties (locally or overseas) or have disposed them within the past 30 months

Does this mean I cannot own a HDB flat at the point of EC application or at the point of TOP/collect keys?

Hi,

You can own a HDB at the point of EC application but you must have met the MOP of 5 years stay before you can apply. May I have more info and requirements about your plans so to make better recommendations? Thanks and look forward to value-add to your housing plans.

Hi,

1) I totally agreed with you that this statement was not absolutely correct.
2) They should have inserted "private" in front of "residential properties..." to be more accurately reflect what they actually meant.
3) Even the 2nd statement follow by this also did reflect their actual intention.
4) However, you can ensure that any Singapore Citizens are eligible to purchase a new EC even after they had bought a BTO/SBF.
5) The primary objective of introducing EC is to allow middle-income who have not reached the stage of upgrade to the property of a private residence directly, but income level had exceeded far beyond purchasing another BTO.
6) Thus at for your case, you are allowed to own an HDB flat at the point of EC application as long as your current flat had met the required MOP.
7) Most of the EC buyers are an upgrade from HDB, therefore there is a deferred scheme to allow upgrader to pay upon TOP of EC.
8) This ease the financial burden for upgraders who did not have sufficient funds to finance both current HDB and EC mortgage at the same time.
9) Having said that, EC buyers only need to pay 5% for the OTP issue, 15% on the 9th week from the option date. The rest of the payment only start payment after you receive the TOP notification from the EC developer.
10) Meaning you can saved up in CPF for the next 5% payment before disbursement of loan during this EC building period.
11) Your resale levy will be deducted from your sales proceed so you don't have to worry about this resale levy payment.

If you currently own a HDB, has at least 1 Singapore Citizen in your family nucleus, met your 5-year MOP, and has not taken twice "subsidised housing", you will be eligible to apply for a brand new EC direct from the Developer

You will have to fulfill the criteria for purchasing an EC. If you can qualify then if your current HDB has met the 5 years MOP period then you will be able to apply and wait for the EC to be ready before selling your HDB.
