Do take note that only owners are eligible to use their CPF OA funds to finance the loan.

Perhaps you can approach the HDB branch office to find out whether will you be hit by the resale levy in which i believe most likely not.

To answer your question:
1) Yes you are considered a co owner of the old house.
2) Whether resale levy is applicable depends on whether the current flat is a subsidised one. Subsidised means either your parent bought it directly from HDB as a first timer or make use of CPF housing grant when purchasing it. You are required to pay a resale levy if you and your wife bought a BTO directly from HDB. If you choose to buy a resale, do note that the grant amount you are eligible for as a first timer might be reduced. However do note that you have to take out your name from your current flat or sell off the flat before being eligible to purchase/apply for a flat with your wife.
