As you are only eligible to purchase resale HDB as a PR, there is no income cap for purchasers. Your housing loan should be obtained from a bank or financial institution. Do take note that if you are to purchase a resale HDB as a PR, you will be subjected to Additional Buyer's Stamp Duty.
