Hi.

If its still within the same hdb town, the PHG will still be applicable. You can try appealing if it just exceeds a bit.

I assume that the unit you are securing does not reside within the same estate as your parents, which would result in the 4km distance restriction. And that you are using HDB map Services to calculate the distance between the two locations.
There is no harm in submitting the appeal, as you would not know the outcome till you go for it.

Even if there is any successful cases before, it does not mean that it will be treated the same as every appeal case are independant. Despite saying this, I'd still say to go for it as never try never know.

I’ve come across a few appeal cases just slightly beyond the 4km mark, and while success isn’t guaranteed, there have been approvals granted on a case-by-case basis, especially if there are strong supporting reasons (e.g. caregiving needs, lack of alternatives nearby, etc.).
