First timer are referred to those that has not bought any subsidised HDB flats before. HDB resale bought with housing grants are considered subsidised and therefore you will be counted as a first timer. With HDB offereing housing grants to first timer buying resale, most of HDB owners are already considered first timer even if the flat they purchase is a resale. If you are a first timer buying a resale and wish to buy a BTO 5 years later, resale levy (amount depending on the size of flat do apply). Hi,

As a first timer buying a resale HDB, you're eligible for the CPF Housing Grant (and also AHG if your combined household income is below $9k).

If you're a second timer, you will need to sell off your first flat and pay a resale levy should you get the BTO as your second subsidised flat. The amount of resale levy is dependent on the flat that you sold..
