The HDB rule states that both you and your spouse will have to fulfill 3 years of PR before you can jointly purchase a HDB resale flat.

Of course, if you wish, you can still try to appeal to HDB on this matter.

Alternatively, you can consider private housing, where you can purchase anytime from now.
