Hi there, I'm a single looking to purchase a flat this year. I understand from my friends that there are no COV now. How can I purchase a unit without incurring COV? Also, singles have grants too, how does that work when we are buying a flat? Thank you

HI,

I am afraid your friends are wrong about COV. There are still a lot of COV cases in resale HDB and we are not able to determine this before the purchase. Thus, prudent consideration must be made before making an offer on the unit and this is where you should engage an agent to assist you.

For a first timer, there will be HDB resale grant for singles as well.

Hi,

1. There are still COV in some of the resale transactions, some even has COV over hundereds of thousand, especially those million dollars flat.
Normal case, $10~$50k COV is still heard.

2. How to avoid COV? You have to carefully negotiate with the seller. Usually COV are common in those flat that looks very nice. You have to check the past transactions to determine whether seller is asking beyond market value.

3. Grants for single are:
a) Single grant: max $25k
b) Enhanced CPF housing Grant: max $40k
c) Proximity housing grant: max $15k

3a - $25k for 2~4-rm resale flat, $20k for 5-rm resale flat.

3b - This shall dependent on your income level:
Income <$750/mth, grant = $40k
every increment of $250/mth, grant less $2,500.
Income ~ $4,251 to $4,500 = $2,500
Income >$4,500, grant = $0

3c - there are 2 types: Stay with parent or within 4km radius
stay with parent, $15k, parent must listed as occupier and not owning any private or HDB
Stay within 4km, $10k

Whether or not there's COV will depend largely on the price you offer for the flat, as well as the Valuer's perceived value of the flat.

To minimise the possibility of COV, it is best if you could do proper research on the area of the flat you wish to purchase. Alternatively, you could engage the GTA agent in the estate to assist you in your purchase.
