Hi there, i'm a foreigner looking to buy an investment property in Singapore. Based on the TDSR framework, i understand that local banks will consider all loans that i have (including my loans in my home country) before granting me a loan. If i borrow from a bank in my home country, would there be an issue in this case?

Local bank will let you sign the debt declaration.
As to loan from bank in you home country, it depends on the bank. As long the bank is willing to disburse the fund of the property to the developer or seller in advance, and settle with you later.
