Suppose this is an obvious case of not engaging the services of an agent to do the transaction. Not sure how long do you have before option lapse, but you only have 2 options to try:
1) Appeal to HDB for exemption now and apply for HLE immediate. Hope that the HLE results will be out before the option period expires.
2) Work on a bank loan instead. Submit all required documents to the bank for bank loan application, which is likely able to expedite faster but you will need to fork out more cash than HDB loan required. This option, you need not appeal to HDB.
