HI,

Even though your property is overseas, you are not eligible to buy a new flat from HDB.

30 months waiting period still applies for new BTO/sales of balance flat.

Your option is either wait for expiry of 30 months or to buy a resale HDB flat, where you only need to dispose off your foreign property within 6 months upon key collection.

If you are getting resale HDB, the 30 months waiting period does not apply. You will also have around 6 months period to sell your private property upon collection of keys for your HDB unit.
