Yes based on the info shared, it is possible, you as the SC son can form the family nucleus with your SPR mother to purchase. Resale HDB will be possible, as for BTO, your mother must not have taken more than 2 times subsidized housing to be eligible. And your gross monthly household income cannot exceed $14k.
