No, your wife wouldn't be considered a Singapore Citizen for applying for the HDB Flat Eligibility (HFE) letter right now, even though she received In-Principle Approval (IPA) for citizenship.

Here's why:

* **In-Principle Approval (IPA) is not the same as citizenship:** The IPA signifies her application is on track, but she hasn't officially gone through the Singapore Citizenship ceremony.
* **HDB requires confirmed citizenship:** To apply for the HFE letter, HDB requires confirmation of your wife's Singapore Citizenship status.

However, there's a good chance she'll be eligible soon:

* **Target completion by mid-next month:** If her Singapore Journey is expected to complete by mid-June, she might be able to apply for the HFE letter then.
