Sorry to hear about the situation. Yes its possible to sell the hdb first if both of you can have some form of written agreement regarding the sale proceeds allocation as well as who to appoint to handle the property sale and the targeted price range to accept. The CPF refund will be according to the respective amounts utilized + accrued interest, and this amount can be retrieved from CPF website, and cannot be disputed. The sale price will go to pay off the outstanding loan, refund your CPF and pay off any legal and agent success fee, and balance will be sale proceeds issued in a cashier order in your joint names.
