As a real estate consultant, my advise to clients is always only to commit to something you are comfortable with financially. I always believe you wouldn't want to slog tirelessly just for the sake of a bigger unit, and in the end neglecting quality time with your family.

Do an assessment if you have not, with a qualified financial professional to understand your financial positioning before moving on to the next step. Moving to a 5rm flat is also upgrading, moving to private condo is also upgrading. Most importantly, it must suit your lifestyle.

Congrats that you are debt-free for your 4rm flat ^.^

It is personal preference in choosing EA or EM
EM - one may find that it has more privacy because of the 2-storey layout.
EA – one may find that it is more practical as he can avoid climbing the stairs, especially if there is elderly at home.

Is it better to upgrade to a private property (assuming Condos)?
If you enjoy condo’s overall environment and facilities like swimming pools, gyms, tennis courts, etc, then it is better to upgrade. However, it’s at a cost – Management fees and financial burden from your mortgage loan ^.^ Also, there are other factors like personal risk level and investment potential that you may want to look into.
