It is not permitted by HDB, unless she writes in for permission to do so. She will need to fulfill the 5 years MOP, during this period she can rent out the spare bedrooms, but she must still be living in this property.
If permitted by HDB, she can rent out the whole apartment, just that during this period of time, it will not be counted as fulfilling the 5 years MOP. Hope this helps!
